「ロシアによるウクライナ侵略の平和的解決と、ウクライナ・ロシア両国民の人権尊重を求める意見書」

3月7日、天理市長と天理市議会議長の連名により「ロシアによるウクライナ侵略の平和的解決と、ウクライナ・ロシア両国民の人権尊重を求める意見書」を、ロシア及びウクライナ両国の在京大使館と、日本政府に対して送付しました。

プーチン・ロシア大統領によるウクライナの一部に対する傀儡政権の「独立」承認と、ロシア軍によるウクライナへの侵攻は、ウクライナの主権及び領土の一体性を侵害し、武力の行使を禁ずる国際法の明確な違反であり、武力による威嚇及び武力の行使を禁ずる国連憲章の重大な違反である。

一方的主張に基づく力による現状変更の試みは、ウクライナ国民が平和のうちに生存する権利を侵害するのみならず、国際平和への深刻な脅威である。

ロシア軍は、稼働中の原子力発電所への攻撃を含め、ウクライナの非戦闘員と民間施設を攻撃対象としており、ジュネーブ諸条約及び追加議定書をはじめとする国際法への違反を繰り返している。プーチン大統領は核兵器の使用すら示唆した。核軍縮と核兵器の廃絶に向けた国際社会の努力を踏みにじる行為であり、決して容認されない。

天理市及び天理市議会は、ロシア政府による侵略行為と平和への重大な挑戦を最も強い言葉で非難する。また、侵略の犠牲となった無辜のウクライナ国民に衷心より哀悼の意を表する。

ロシア政府は、ロシア軍に徴発された前途あるロシアの若者が、「侵略者」の汚名の下に戦火に晒され、罪のない多くのロシア国民の生活も経済制裁によって苦境に置かれることを自覚すべきである。侵略によってロシアの未来は拓かれない。即時停戦に応じて部隊をウクライナ領外に撤退させ、国際社会とともに外交努力によって問題を解決することが、ロシア自身の利益に適うことを、日本はじめ国際社会が一致協力して求める必要がある。

また、日本国政府に対して、ウクライナ・ロシア両国に在留する邦人の安全確保に全力を尽くすとともに、ウクライナに対する人道支援、避難民支援に尽力されることを要望する。

同時に、在日ロシア人を含め、ロシア政府の侵略に関わらないロシア人が、偏見と差別の対象となることがあってはならない。日本国政府及び国際社会に対して、ウクライナ人と同様にロシア人の人権尊重に万全を尽くすことを求める。

天理市及び天理市議会は、平和を希求する全てのウクライナ・ロシア両国民と共にあることを表明する。

Statement Demanding a Peaceful Settlement of the Russian Invasion of Ukraine, and Respect for the Human Rights of Both Ukrainian and Russian People

Russian Federation President Vladimir Putin’s recognition of the “independence” of the puppet governments in a part of Ukraine, and the aggression of the Russian army into Ukraine is an invasion of Ukraine’s sovereignty and territorial integrity, a clear violation of international law forbidding the use of armed force, and a serious violation of the Charter of the United Nations forbidding military threat and the use of armed force.

This attempt to change the current situation through force based on one-sided claims is not just an infringement on the rights of the Ukrainian people to live in peace, but also a serious threat to international peace.

Including the attacks on active nuclear power plants, the Russian military has attacked non-combatants and civilian facilities, repeatedly violating international law, such as the Geneva Conventions and their Additional Protocols. President Putin has suggested the use of nuclear weapons. That is an insult to the international community’s efforts for nuclear disarmament and the abolition of nuclear weapons, and will certainly not be tolerated.

Tenri City and the Tenri City Council condemn these aggressive actions of the Russian government and serious challenges to peace with the strongest words possible. We would also like to express our deepest sympathies and condolences to the innocent Ukrainian people who were sacrificed in this invasion.

The Russian government should be aware that the young people conscribed in the Russian military are risking their lives on the battlefield while being stigmatized as “invaders”, and that economic sanctions will bring hardship to the daily lives of many innocent Russian people. This invasion will not bring a bright future to Russia. There is a need for Japan and the international community to cooperate in convincing Russia to immediate ly cease fire and withdraw its military from Ukrainian territory, and to solve these problems through diplomacy with the international community, for the benefit of Russia itself.

In addition, we demand for the Japanese government to use all of its power to assure the safety of Japanese people in both Ukraine and Russia, along with providing humanitarian aid to people in Ukraine and refugees.

At the same time, Russians living in Japan and Russian people not involved with the Russian government’s invasion must not be the targets of prejudice or discrimination. We demand for the Japanese government and international community to put forth every effort in respecting the human rights of Russian people just the same as Ukrainian people.

Tenri City and the Tenri City Council stand with all Ukrainian and Russian people who wish for peace.
